Benefit of the structure funds

Locally, regionally and in a EU-perspective

The Swedish structure fund projects have in most cases a purpose also in a broader perspective, and benefit the whole union.

Value for the whole union

Several of the projekts – Stadsnät in Härnösand and other IT-investments in Västernorrlands county, AC-Net och Mäkitalo Research Centre – are important not only for the regions mentioned, but also for the rest of Europe because they contribute to a better European IT-infrastructure. Investments promote all of Europe and computer networks are available for all Europeans. Investments in tourism, as mentioned the infrastructure investments made by Härjedalens Fjällmuseum in Hemavan/Tärnaby, is a way to make the wilderness in northern Europe more available, the clean air, the nature, the open landscape, the wildlife, and also to exploit places to visit for all the citizens in Europe. This is a development which benefits everyone and the measures that are taken to preserve the sami culture  - the last indigenous population in Europe which lives in Sweden and Finland, amongst the EU countries- create a surplus for the whole union.

Contributions to the EU employment politics

Projects which are directly benefiting the industry, such as Piteå Företagarcentrum, have received a considerable increase of resources by participation from the regional and the social fund. Hence the funds are directly contributing to the employment politics in EU. Svensk Arkivinformation is a very modest contribution to employment at a national level but the institution is known in other EU-countries because of their special knowledge of genes. Thus the institution is of interest for the union, but not directly benefiting Sweden.

Developed partnership co-operation

The structure funds has proven to be a very important aspect of a developed partnership, they play an important role for both financing of project and for the co-operation between different actors. The commitment of the municipality and the county council in the regional developing work has especially been accentuated. Many projects contribute to creation of new arenas for exchanging experiences and contacts between regions, an effect which also broadens the horizon even in a EU-context. This will in turn increase the knowledge about and amongst regions, a surplus for the whole union.

No equivalent, corresponding alternative in Sweden

It shall finally be underlined that the structure funds have hardly any corresponding program for regional development in the national politics. The funds are much broader than the Swedish politics concerning focus and purpose, measures that are taken in so called “Mål 1-program” are covering a vide range of society. The Swedish net that connects districts and the region net[e1]   are the only equivalent investments in IT-infrastructure at a national level. Neither a project like Stadsnät in municipalities, nor Mäkitalo Research Centre can be financed by national subsidies. The project in tourism industry mentioned above is also dependent on EU subsidies and can not fit in the scope for national regional politics.
